Kumar's idea for the film came after he read a book about the Bhopal disaster. The film was shot over a period of 18 months and was originally scheduled for a late 2010 release. However, a lack of interest from distributors caused significant delays. The film had its market screening at the 2013 Cannes Film Festival and was screened at several international film festivals before its eventual release. A private screening was also held at the United Nations. In a notable move, the Madhya Pradesh government, where Bhopal is located, exempted the film from paying state entertainment tax.
