DLL files are executable code. When you download a random DLL from the internet, you have no way of knowing what that code does. Cybercriminals routinely package malware (ransomware, keyloggers, trojans) as "missing DLLs." Once you place that file in your system folder, you have effectively invited a hacker into your computer.
